'세월호를 잊지 않는 사람들의 모임(세사모)' 등 한인단체들과 해외동포들이 1일 세월호 특별법 시행령(대통령령)을 폐기하라는 성명서를 발표하고 서명운동(http://goo.gl/PqH7Ga)에 들어갔다.

이들은 <'진상규명 가로막는 정부 시행령의 폐기' 를 위한 전세계 해외동포 성명서>를 통해 "특별조사위의 독립성을 나서서 지키는 것은 대통령의 마땅한 책무다. 대한민국의 주권자인 우리는 헌법과 법률에 따라 특별조사위의 독립성을 지키는 것이 합헌합법이며 해치는 것은 위헌위법임을 선언한다"며, ▲ 국민이 만든 특별법에 대한 무력화하는 시도를 멈춰라! ▲ 정부시행령 폐기하고 특별조사위 원안에 서명하라! ▲ 안전한 사회를 위해 진실을 규명하라 등 3개 요구사항을 밝혔다.

해외동포들은 "국민이 필요할 때 사라지는 대통령은 필요없다"며, "우리는 희생자들의 죽음을 헛되이 하지않기 위해서 철저한 진상규명과 책임자 처벌을 위해 끝까지 싸울 것"이고, "피해자 가족들과 언제나 함께할 것"임을 천명했다.
지난달 27일 이석태 특별조사위 위원장이 광화문 농성에 들어가며 1일까지 대통령의 시행령 폐기 결단을 요청한 바 있으나, 30일 차관회의에서 기조가 바뀌지 않은 수정된 시행령이 통과되었다. 같은 날, 여러 시민 단체들의 연대인 4.16연대는 '대통령에게 보내는 통첩' 광고(http://416act.net/notice/1645)를 내었고, 여기에 해외동포들도 동참 했다.

다음은 성명서 전문이다.
'진상규명 가로막는 정부 시행령의 폐기' 를 위한 전세계 해외동포 성명서
바다 속에 갇혀 있는 세월호를 당장 인양하라
세월호 참사1주년을 맞으면서 우리는세월호 안에 아직도아홉 명의 실종자가 있다는 것을 잊어서는 안된다. 기억하고 있어서만도 안된다. 세월호를 온전하게 인양해 실종자를 가족 품에 돌려받는 것은 피해자가족의 권리이며, 인양의 시점을 최대한 앞당기는 것은 정부의 책무이다. 지금 당장 세월호를 인양하라.
진상규명 가로막는 위헌위법 대통령령을 즉각 폐기하라
세월호 참사의 진실을 제대로 밝히자고 여야합의로 특별법을 만들었다. 보다 안전한 사회를 만들자고 특별법 만들었다. 성역 없이 제대로 조사해서 낱낱이 책임을 밝히기 위해 만들었다. 그런데 특별조사위원회의 위원장조차도 "정부의 시행령으로 세월호 진상조사는 불가능하다"고 말한다. 그러니, 정부의 시행령 (대통령령) 을 당장 폐기하고 특별조사위원회가 제출한 시행령안을 공포하라.
죽음 앞에 돈흔드는 모욕을 중단하라
인양이 늦어지고 특별조사위출범이 늦어지는 이유가 피해자 가족들을 무시해서 그러는 줄알았다. 그런데 지난해양수산부가 배보상 액수가얼마니 하는 보도자료를내고 온 언론들이 벌떼처럼 받아 적어 유포하는 것을 보고 정부의 의도를 깨달았다. 정부는 피해자 가족과 국민을 이간질시키고, 생명보다 돈을 우선시하는 더러운 행태를 당장 그만두어야 한다.
세월호 참사1 주기를 맞는 날 대한민국에 대통령은 없었다. 대통령은 안산에 모여있는 피해자 가족들을 찾아오지 않았고, 성역 없는 진상규명과 세월호의 당장 인양, 그 어느 것에 대해서도 대답하지 않고 멀리 외유를 떠났다. 국민이 필요할 때 사라지는 대통령은 필요없다. 우리는 희생자들의 죽음을 헛되이 하지 않기 위해서 철저한 진상규명과 책임자 처벌을 위해 끝까지 싸울 것이다. 우리는 피해자 가족들과 언제나 함께할 것이다.
특별조사위의 독립성을 나서서 지키는 것은 대통령의 마땅한 책무다. 대한민국의 주권자인 우리는 헌법과 법률에 따라 특별조사위의 독립성을 지키는 것이 합헌합법이며 해치는 것은 위헌위법임을 선언한다.

Joint statement : We demand the abandonment of the Presidential Decree for Sewol Special
Act and the immediate recovery of Sewol Ferry.
(Statement from the international alliance of the People in Solidarity with the Families of the Sewol Ferry Disaster Victims on the recently released Presidential decree for Sewol Special Act)
We, the undersigned people and organizations in solidarity with the families of the Sewol Ferry disaster victims, call for the immediate and intact recovery of the sunken vessel to resume the search for the missing and to further investigate the causes of the disaster. All nine missing passengers who may be still lodged inside the ferry should be safely recovered and brought to their families. The truth of the disaster cannot be completed without a thorough check and investigation of the vessel. The South Korean government should disclose and execute a complete and comprehensive recovery plan immediately.
Under the current Presidential decree, the parliamentary Special Investigative Committee will not be able to carry out thorough and independent investigations of all the parties accountable for the disaster. Therefore, the South Korean government should abandon the current Presidential decree and adopt the decree proposed by the Special Investigative Committee.
We recognize extreme insincerity of President Park and the South Korean government in their behaviors toward the victims' families and the nation asking for the truth of the disaster. The government's recent announcement of the compensation plan for the victims is read as a maneuver to alienate the victims and their families from the people; the Presidential decree and the much delayed plan for the recovery of the vessel to interrupt or even disable the Special Committee's investigation. On April 16, 2015, President Park refused to attend the first anniversary memorial service to which the families invited her, and left Korea on a Latin American tour.
In solidarity with the families of the Sewol ferry victims, we strongly urge President Park and the South Korean government
to stop their maneuvers to divide the nation or to halt the investigation, to nullify the Executive Order of the execution of the Sewol Special Act, and to reveal the truth of the Sewol Ferry disaster to promote a safer future society for all.
